Three tiers, not two
Personal productivity apps need almost no governance. Team apps need a named owner and a data policy. Business-critical apps need ALM, testing, and IT support. Most organisations only build the first and last tier, then wonder why the middle turns into shadow IT.
Environments as guardrails
Default environment for experimentation, managed environments for team apps, and dedicated dev/test/prod for anything business-critical. Data loss prevention policies differ per tier, and that difference is the whole control.
Make graduation attractive
Makers hide apps when promotion means losing control. Offer support, monitoring, and a real backup story in exchange, and they will volunteer their apps instead.
